The other video headed for the million-view mark is Jarrod Radnich performing his copyrighted arrangement of a piano medley from Pirates of the Caribbean, which is the same arrangement he “virtually” performs “live” on a Yamaha Disklavier each day at Disneyland’s Tomorrowland.&lt;br /&gt;&lt;br /&gt;The Piano Guys team has a goal of introducing one amazing music video each week.&amp;nbsp; The cost of providing artificial limbs is prohibitive for far too many families, especially when young and growing kids have to be refitted with new prosthetics every 6-24 months. &lt;br /&gt;&lt;br /&gt;&amp;nbsp;Children who experience the loss of a limb and don’t have the benefit of prosthetics have far greater risk of being less active, overweight, less socially integrated, while suffering with additional emotional and psychological trauma. It doesn’t have to be this way. Artificial limbs change lives.Most kids who lose a limb are faced with a devastating, life-altering physical and psychological experience that can shake them to their very core. Some see no future in a life without their missing leg or arm. They know what it is like to feel “less”.&amp;nbsp; Steve wants to show them a different future: a future that is not defined by the loss of a limb. He believes while losing a limb is inconvenient, it does not have to be disabling.&amp;nbsp; Steve is passionate about helping these kids. This year hundreds of children will need artificial limbs, physical therapy and emotional support to adjust to their new life.&amp;nbsp; Far too many children will not get the help they need simply because they do not know help is available.&lt;br /&gt;&lt;br /&gt;Steve, who has never had an artificial limb, is walking on crutches from Salt Lake City to St. George, Utah to raise awareness of the challenges these kids face and how obtaining prosthetics can greatly improve their lives. He also wants to encourage people to help turn tragedy into triumph by providing funds for these kids to obtain prosthetics.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;But Steve’s walk is about more than just raising money. He hopes to send these kids a message by doing what most would consider improbable, if not impossible. Losing a limb is a challenge. How these kids choose to meet that challenge will make all the difference. Together we can help give them hope for a healthier, happier, fuller life. The Salt Lake Shriners Hospital reports that they expect to fit over 250 artificial limbs for children this year alone. With a declining budget and increased need, they are having to make decisions which will limit the help that will be made available for these children.&lt;br /&gt;&lt;br /&gt;&amp;nbsp;When an organization, such as Shriners or Limbs for Life takes a child into their care, they have made a commitment to provide limbs and services even into young-adulthood. The costs are staggering. Z., a 22 year old mother of two currently participating in the Erin Kimball Memorial Foundation’s H.O.M.E. program.&amp;nbsp;&amp;nbsp; The Allstate Foundation in a national alliance with the Department of Justice’s Office of Violence Against Women and the National Network to End Domestic Violence is addressing economic empowerment for survivors through curriculum and training researched and funded by Allstate.&amp;nbsp;&amp;nbsp; Locally that training is being funded through a $20,000 grant from the Allstate Foundation to the Erin Kimball Memorial Foundation. &lt;br /&gt;&lt;br /&gt;J.Z. like other survivors of family violence served by the H.O.M.E. (Housing, Options, Mentoring and Empowerment) program is working to gain economic independence and it hasn’t been easy.&amp;nbsp; “The women coming into our program have been forced into homelessness because of the violence they have experienced in their homes,” explained Sue Kimball, founder and Executive Director of the organization.&amp;nbsp; “They arrive literally destitute, cut off from resources, and often without the education and skills to survive.”&amp;nbsp; Education, job training and employment opportunities are keys to success for participants, but increasing income is not enough without an understanding of finances and wise asset management.&lt;br /&gt;&lt;br /&gt;Richard Harris, Erin Kimball Board Trustee and Allstate agent will be assisting with the implementation of the program. “Allstate’s focus has always been to create a safer and healthier community,” commented Harris.&amp;nbsp; The Sand Dunes, Hancock, Mill Creek and Bald Knoll roads join the recently acknowledged Skutumpah road as public highways under County jurisdiction as they cross federally managed lands.&amp;nbsp; &lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 12pt;"&gt;These five roads, totaling approximately seventy-five (75) miles, provide public access to communities, private property, grazing allotments, mineral resources, and to numerous scenic locations including the Coral Pink Sand Dunes State Park.&amp;nbsp; The County now has the requisite authority to repair the roads to correct public safety hazards and will maintain and sign the roads consistent with County and State highway standards.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 12pt;"&gt;The full scope of the rights-of-way, along with the validity of seven other roads in the lawsuit, will be determined by the U.S. District Court.&amp;nbsp; At the time of her retirement, Iverson was working as the Senior Para-professional.&lt;br /&gt;&lt;br /&gt;Prior to joining Carter Kemp, Iverson worked for Fox and Company where in 1971, she became acquainted with Greg Kemp and Lloyd Carter. When Kemp and Carter left Fox &amp;amp; Company to start their own venture, Iverson was asked to join them, however, Gwen felt a loyalty to Fox &amp;amp; Company and Dexter Snow.&amp;nbsp; When Elmer Fox moved from St. George, Iverson joined Carter Kemp, which later became Kemp Burdick Hinton Hall, now HintonBurdick CPAs &amp;amp; Advisors.&lt;br /&gt;&lt;br /&gt;According to Peacock, “Gwen has been the ideal employee. She is loyal, honest, and supportive.&amp;nbsp; She has been our best vault and secret keeper.&amp;nbsp; If we ever needed anything, Gwen had the answers.&amp;nbsp; We have termed her the Mother of the firm and she became the conscience of our firm.&amp;nbsp; Her integrity is unwavering and that flows through our offices today.”&lt;br /&gt;&lt;br /&gt;According to Van Kleinman, Firm Administrator, “Gwen is honest to a fault.&amp;nbsp; If she paid a bill late and the firm was charged a late fee, she would cover the late fee amount by having it taken out of her own check, if we didn’t catch it.&amp;nbsp; Gwen would frequently enter less time on her time sheet if she didn’t feel that she had given her best.&amp;nbsp; Recently I knew that Gwen had been putting in more hours than normal, but when I reviewed her time card for payroll, it showed a lot less hours.&amp;nbsp; When I approached her about it she told me she only put hours down when she accomplished something. After almost 3 years, the county can now maintain the road which is in serious disrepair.&amp;nbsp; Safety concerns prompted the county to ask for an expedited motion to grant title to the roads. &lt;/span&gt;The County will start signing, maintaining and repairing the road today.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;The Skutumpah road is believed to be the first Utah R.S. 2477 highway with title confirmed in court, and may be the first R.S. 2477 road adjudicated on lands managed by the Department of the Interior (Interior). &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;The State of Utah joined Kane County in the suit to quiet title to twelve roads, including the Skutumpah road.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Several environmental groups were denied intervention in the case by the Tenth Circuit Court of Appeals.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Kane County will continue to press its case and expects to quiet title to the remaining roads, and the rest of the Skutumpah road, within the next few months.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;R.S. 2477 public highway rights-of-way were granted to states and counties from 1866 to 1976 to facilitate the settlement of the West.&lt;span&gt;&amp;nbsp; &lt;/span&gt;The majority of roads crossing public lands were established under R.S. 2477 and our communities depend on the secure and continued existence of these roads.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Although repealed by the Federal Land Policy and Management Act of 1976, all established R.S. 2477 highways were grandfathered as valid existing rights. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;In 1997, Secretary Bruce Babbitt directed Interior to ignore R.S. 2477 rights and created unnecessary controversy and conflict.&lt;span&gt;&amp;nbsp; &lt;/span&gt;Interior agencies, such as the Bureau of Land Management (BLM), have closed and restricted numerous county roads across the West claiming that R.S. 2477 rights must be “determined” before the agency will “respect them as valid existing rights,” and yet Interior has vigorously worked to avoid having any R.S. 2477 right-of-way recognized as valid.&lt;span&gt;&amp;nbsp; &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;For the last two years in court Interior denied that Kane County had any right to the Skutumpah Road, but it separately informed the public that Kane County should maintain it.&lt;span&gt;&amp;nbsp; &lt;/span&gt;U.S. District Court Judge Clark Waddoups recently advised U.S. attorneys that the federal government had placed Kane County in a “catch 22” and suggested that the attorneys coordinate with the county to resolve some of the roads in the county. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal"&gt;&lt;span style="font-size: 11pt;"&gt;The failure of the BLM to maintain the Skutumpah road resulted in many public safety dangers along the road that warranted an expedited court hearing.&lt;span&gt;&amp;nbsp; Congress passed the Homebuyer Assistance and Improvement Act on July 2, 2010, which extended the closing date from June 30 to September 30, 2010.&lt;br /&gt;&lt;br /&gt;Keep in mind that the credit has not been extended nor has the time to enter into a written, binding contract been extended; only the time to close on a principal residence has been extended. The extension of the closing date will only apply to those taxpayers who already entered into a written, binding purchase contract before the end of April. Those who entered into a written contact before the end of April, and who meet the other first-time homebuyer or long-time resident requirements, now have until September 30, 2010 to close on their home.&lt;br /&gt;&lt;br /&gt;As a reminder, the First-Time Homebuyer Credit will apply to those individuals who have not owned a principal residence in the U.S. during the prior 3 years from the date of purchase of their new home. To claim the full credit, married filing joint taxpayers must have modified adjusted gross income of less than $225,000 ($125,000 if filing single). No credit will be available to married filing joint taxpayers with modified adjusted gross income of more than $245,000 ($145,000 if filing single). Any home purchase for more than $800,000 will not qualify for the credit. The credit is fully refundable and is the lesser of 10% of the purchase price or $8,000.&lt;br /&gt;&lt;br /&gt;Long-time residents who make a qualifying principal residence purchase could qualify for a credit of up to $6,500. Ence and Joshua R. Forest were both made shareholders in official action taken by the firm Board of Directors.&lt;br /&gt;&lt;br /&gt;Mr. Ence has been employed by the firm since 2003 and is licensed to practice law in both Utah and Nevada.&amp;nbsp; His expertise is in the area of real estate, business transactions and general commercial litigation.&amp;nbsp; Ence also has extensive experience in water law and represents several rural water companies in Southern Utah. &lt;br /&gt;&lt;br /&gt;Mr. Forest is licensed to practice law in both Utah and Arizona.&amp;nbsp; He joined the firm in the fall of 2008 after 6 years of practice with a large firm in Phoenix, Arizona and later with a St. George law firm.&amp;nbsp; Forest has had extensive experience in handling complex litigation involving construction defects, real estate disputes and securities.&amp;nbsp; His practice will continue to focus in these areas.&lt;br /&gt;&lt;br /&gt;Ence and Forest are both cum laude graduates of BYU’s J. Provide information for other resources to those who need additional services.&lt;br /&gt;&lt;br /&gt;The Director will be the Chief Operations Officer of Dixie Care and Share. Four years ago they made their visits permanent when they moved from Orange County, California.&amp;nbsp; They now live in Ivins and share their home with their little Westie-mix dog, Rayna Rose. &lt;br /&gt;&lt;br /&gt;Greg has a long history of volunteer work.&amp;nbsp; He was a docent in Southern California at the Bowers Museum of Cultural Art in Santa Ana.&amp;nbsp; He wanted to help the community in St. George and his next door neighbor Valerie Sullivan, museum receptionist, gift shop manager and exhibit installer, asked for his help with a large shipment of incoming artwork and thus began his volunteer relationship with the Art Museum. &lt;br /&gt;&lt;br /&gt;In the three years since, he has also helped out at the Front Desk but his specialty is rigging the lighting for new shows once the art is installed. His willingness to climb up the tall ladder to adjust the lighting on the second floor is especially appreciated by the Museum staff.&amp;nbsp; Greg says, “I enjoy setting the lighting for the art because it makes such a difference in how the art appears. Everyone is so appreciative and I enjoy being in the know about what’s next in the St. George art world.”&amp;nbsp; He is also serving on the Board of Directors of Leadership Dixie and is a member of the Dixie Sunshiners, an ambassador group for the St. George Area Chamber of Commerce. &lt;br /&gt;&lt;br /&gt;Greg and his wife both work for the University of Phoenix.&amp;nbsp; As the Operations Supervisor, Greg assists students, staff and faculty and is involved with community outreach and networking.&amp;nbsp; The University is very supportive of volunteer efforts, which makes getting involved in the community very accessible.&lt;br /&gt;&lt;br /&gt;With all he does it’s hard to believe that Greg has any spare time but when he does he enjoys cooking, hiking, movies, creating stained glass, and swimming.&amp;nbsp; She earned her Master of Arts degree in Mental Health Counseling from the University of Phoenix.&lt;br /&gt;&lt;br /&gt;At the age of 65, she graduated from the University of Utah with a bachelor’s degree in psychology and then left Bountiful and moved to St. George, where she found employment at Red Mountain Elementary from 2002 to 2009, and is currently employed at Vista Elementary in Special Education.&lt;br /&gt;&lt;br /&gt;It was while attending a women’s conference at the Dixie Center that Larsen discovered the University of Phoenix.&amp;nbsp; She stopped by their booth, picked up information on their graduate programs, talked to the enrollment advisors, spent the summer thinking about it, and then decided to go for it. &lt;br /&gt;&lt;br /&gt;A fully-accredited, non-traditional institution of higher learning founded specifically to help working adults earn degrees, diplomas and certificates in many different career fields, the University of Phoenix makes use of the latest educational technology and flexible scheduling to allow students to pursue their goals with minimal disruption to their daily lives.&amp;nbsp; In addition to teaching Yoga and Tai Chi and helping out at the Ivins police station (where, she tells people, she polishes bullets to make them go faster) she is a member of the Committee for Ivins City Fire Plan and has served an LDS mission to Washington, D.C.&amp;nbsp; And as if all that weren’t enough, she enjoys spending time with her sixteen grandchildren and two great-grandchildren. &lt;br /&gt;&lt;br /&gt;“There’s so much to learn and so much to do,” Larsen says.&amp;nbsp; Phase II expansion is now under way with contracts locking down an additional 2,700 square feet of data center space. Phase III construction will begin second quarter 2010 for an additional 9,500 square feet and will be available for occupancy third quarter 2010.&amp;nbsp; In addition, a secondary 2 Megawatt generator has been integrated in the facility's grid for additional backup and redundancy.&amp;nbsp; A third 2 Megawatt generator is slated for third quarter 2010 operations.&lt;br /&gt;In addition to the physical expansion, Tonaquint has deployed its virtual environment and hosting solutions. They will go to the Washington County School District and if any books can’t be used by the school district, they will be donated to the Washington County Library and in turn the books will be channeled to where they can do the best good.  All types of books, from children’s to adult’s, hardback and paperback, are welcome.  Those that are too worn will be appropriately recycled while others may be sold to raise funds for new books. &lt;/span&gt;Like all of communities in Southern Utah, Kane County and particularly the county seat of Kanab has struggled from its founding in 1864 to maintain a reliable water supply to its citizens.&lt;span style=""&gt;  &lt;/span&gt;Not until the late 1960’s when wells were tapped into the huge Navajo Sandstone aquifer, did culinary water become more available and secure. However, reliable irrigation and secondary water for gardens, parks, schools and irrigation surface water, and the means to utilize the spring runoff and fluctuating flows of the Kanab Creek has been an elusive dream.&lt;span style=""&gt;  &lt;/span&gt;That dream will now finally become a reality on April 16&lt;sup&gt;th&lt;/sup&gt;, at 4 PM, as the Kane County Water Conservancy District announces a groundbreaking and the beginning of construction of the 4228 Acre Foot Jackson Flat Reservoir. Under the direction of the Board of Trustees of the District, the project was placed on the master plan in 1996 as one of its major long-term goals; to establish a storage reservoir to capture the flows of the Kanab Creek enabling a more reliable use of the water in the growing season.&lt;span style=""&gt;  &lt;/span&gt;The water rights on the creek, which are owned as shares (5000 total) by farmers, the Kane County Water Conservancy District, the Kane County School District, and hundreds of citizens in the community, will be partially stored in the off stream reservoir during the winter and early spring run-off period, allowing for a more efficient use of the water during the critical summer months.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:85%;"&gt;&lt;!--[if !supportEmptyParas]--&gt; &lt;!--[endif]--&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:85%;"&gt;A cooperative effort by the Kanab Irrigation Company, the Kane County Water Conservancy District, the U.S. Army Corps of Engineers, the Utah Department of Water Resources, the Utah Institutional Trust Lands, Utah Division of Water Rights, Utah Division of Dam Safety, Kane County Commission, Kanab City, and elected officials, including Senator Robert Bennett, was critical in being able to bring the project to the construction phase.&lt;span style=""&gt;  &lt;/span&gt;The majority of the land (approximately 400 acres) needed for the reservoir was purchased from the Elmer and Leah Jackson family, while other critical smaller parcels were purchased from adjacent landowners through cooperative sales and exchanges of properties and easements.&lt;span style=""&gt;  &lt;/span&gt;Alpha Engineering, under the direction of Brent Gardner and RBR Engineering under the direction of Brad Price, completed all of the detailed surface and underground investigations and the final design plans and specifications for the dam.&lt;span style=""&gt;  &lt;/span&gt;Dave Marble of Utah Dam safety and the Army Corps of Engineers conducted full review of the plans and specifications.&lt;span style=""&gt;  &lt;/span&gt;The Army Corps of Engineers Sacramento Office conducted a detailed environmental assessment of the project over a 5-year period with support from JBR Environmental.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:85%;"&gt;&lt;!--[if !supportEmptyParas]--&gt; &lt;!--[endif]--&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:85%;"&gt;Extensive archaeological sites discovered in the area of the dam have been excavated and mitigated with cooperation of the Kaibab Indian Tribe, the Utah Division of Indian Affairs, and the work of three archaeological consultants, HRA Archaeology, BYU Archaeology Department, and Big Horn Archaeology.&lt;span style=""&gt;  &lt;/span&gt;All of the archeology work was done under the direction and management of SITLA lead archaeologist Kenny Wintch, with cooperation of Richard Perry from the Army Corps.&lt;span style=""&gt;  &lt;/span&gt;Work is now in progress to determine the type of recreational activities that will be considered for the lake and the surrounding land.&lt;span style=""&gt;  &lt;/span&gt;Mike Noel, General Manager for the Water District would like to see the area used by Kane County Citizens and visitors alike.&lt;span style=""&gt;  &lt;/span&gt;“With the help of Utah State University Department of Recreation, we have a preliminary recreational plan for the site.  &lt;p class="MsoNormal" style=""&gt;&lt;span style="font-size:85%;"&gt;Kanab Creek is the major source of water supply for irrigators in Kanab, Utah.&lt;span style=""&gt;  &lt;/span&gt;However, flows in the Creek have not coincided with the irrigation season.&lt;span style=""&gt;  &lt;/span&gt;During the dry summer months there has not been an adequate water supply.&lt;span style=""&gt;  &lt;/span&gt;The irrigation company spent considerable funds in the early 1980’s to pipe the open canal system to reduce evaporation and seepage losses.&lt;span style=""&gt;  &lt;/span&gt;However, Kanab Creek has highly variable flows ranging from average flows of 10 to 24 cubic feet per second (cfs) during the winter months to average flows as low as 6 cfs in the summer.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style=""&gt;&lt;br /&gt;&lt;span lang="EN"  style="font-size:85%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span lang="EN"  style="font-size:85%;"&gt;&lt;!--[if !supportEmptyParas]--&gt; &lt;!--[endif]--&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style=""&gt;&lt;span lang="EN"  style="font-size:85%;"&gt;Over the last several years the Kane County Water Conservancy District, working in conjunction with the irrigators, have been trying to find an economically viable method to store high flows during the winter months so they can be available to provide a full water supply during the irrigation season.&lt;span style=""&gt;  &lt;/span&gt;The Jackson Flat Water Supply Storage Facility has been the culmination of this effort.&lt;span style=""&gt;  &lt;/span&gt;The existing irrigation piping network has been used to gravity flow water during the winter months to the Storage Facility.&lt;span style=""&gt;  &lt;/span&gt;This water is then available during the irrigation season to provide a full water supply.&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style=""&gt;&lt;br /&gt;&lt;span style=";font-size:85%;" lang="EN" &gt;&lt;b&gt;&lt;u&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/u&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;  &lt;/span&gt;This report identified the project was viable in the location known as Jackson Flat and the Kane County Water Conservancy District proceeded to work to obtain the property and funding for the reservoir.&lt;span style=""&gt;  &lt;/span&gt;The District was successful in obtaining partial funding for the project through the U.S. Army Corps of Engineers Section 595 program.&lt;span style=""&gt;  &lt;/span&gt;As a condition of the funding, the next phase of the project was to complete an environmental analysis.&lt;span style=""&gt;  &lt;/span&gt;The environmental work started in 2004 and was finally completed and approved in 2009.&lt;span style=""&gt;  &lt;/span&gt;The Alpha/RB&amp;amp;G design team worked on the design as necessary to support the environmental work and completed design in November of 2009.&lt;span style=""&gt;  &lt;/span&gt;The project was advertised and contractor prequalification was completed in February.&lt;span style=""&gt;  &lt;/span&gt;Bids were received in March.&lt;span style=""&gt;  &lt;/span&gt;The successful low bidder was Legacy Construction and Development from Mesquite, Nevada.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal"&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
